Unbundling in the energy sector

Assignment

Turkish Energy Company (hereafter referred to as the "Client") addressed Deepview to create a service catalog of ICT services. This catalog was necessary to carry out the subsequent control separation of the energy company over the energy transmission networks and the production (and distribution) of energy (the so-called unbundling), which was required by local regulation.

Solution             

Deepview launched a series of meetings with the client’s ICT department and staff to identify the ICT services provided in the distribution of energy. The purpose of these meetings was to clarify what SW solutions are used for service delivery and how costly they are. In order to obtain this information, a total of approx. 10 interviews were conducted with client’s staff at various workplaces in Turkey.

Detailed information on ICT services was subsequently used to create an allocation model that allowed the Deepview team to calculate how process costs change due to changes or adaptations in the client’s ICT systems. Based on the knowledge gained through the allocation model, the client was advised to use the optimal ICT solution for unbundling.

Outcome

The client underwent unbundling on the basis of Deepview's recommendations and implemented the proposed ICT solution. The allocation model was used to explain the cost allocation between different entities to the regulator. The created service catalog gave the client the opportunity to monitor individual services provided by the company in terms of their efficiency and expense.
